Can we really control water levels in our rivers ?
Traditionally human habitation has been around water source. Invariably it has been either river front or Lake side. In areas wherein water table is high humans have made wells for water source.As they say " Water is Life".
The cities , towns , villages are around rivers flowing in various countriesUK - Thames,France - Seine,Germany-Rhine,Switzerland - Rhone,India - Ganges, Yamuna , Godavari,Thailand - Chao Phraya,Egypt - Nile,Russia - Volga,Belgium- Meuse.Many major cities like London,Paris,Dusseldorf,Leon,Geneva,New Delhi,Bangkok,Cairo are on the banks of the river.These habitations have been there for last many many years. Similarly there are many small cities and towns are on the bank of river.Now due to changing climate things are becoming very different.Satellite images show rivers bursting in Germany , Belgium & Netherlands.Record rainfall of 182 mm within 72 hours happened. ( 12-15 July) Flash floods have not given any opportunity for people to move to safer place.Casualties are still being estimated. Many got buried alive under the debris or got drowned. Authorities have said that though rescue operations are ON chances of survivers is NIL.In Belgium Meuse river overflowed its banks. The Vesdre river split its banks and sent water cascading through the streets of Pepinster. Similar thing happened in India at city of Chiplun in Maharashtra state. Vashishti river changed it's path and water went gushing in the city.Why blame Government ?First reaction of many citizens is that local municipal corporation has not done sufficient arrangements for water to not to enter city. Even country's government is criticised for not giving sufficient warning.As such whenever there are flash floods and rainfall exceeds 100 mm , it is beyond the control of any authorities. Rescue authorities and the disaster cell is well prepared for such events. However the intensity is increasing and they are unable to cope up.EFAS ( European Flood Warning System )They use IPCC ( Climate Computer ) . However predictions are not accurate. One criticism is that all countries work in isolation & do not share data. None of them have been able to predict about heavy rainfall and heat dome in North America.Another view is that we should barricade our rivers so that water does not come in habitation area. This has been done on many rivers like Thames ,Seine etc. In India river Sabarmati flows through the city of Ahmedabad. This has been barricaded on either side by concrete wall and steps. However barricades raise water level in river. Due to water pressure barricades can burst , flooding homes and streets. What is required is low-lying land where rivers can naturally spread during high flows. We need to keep the flood-plains free of any structure or habitation. River View and River Side houses/hotels should be discouraged. We need to free up areas and give more 'space' for rivers to flow.Rivers need to be reconnected to flood-plains.In short give 'nature' its rightful place on the mother earth.Datt Udas
